Andrea Barrett: Driving Healthcare Reform Through Strategic Insight and Community Impact

“My purpose is to reshape healthcare delivery systems so that they are sustainable, efficient, and centered on the patient experience,” says Dr. Andrea Barrett.

From her beginnings as a physical therapist to her evolution into a transformative force in healthcare consulting, Andrea’s journey is a powerful example of vision-driven leadership. As Founder of Barrett Health Care Consulting and Co-Founder of the Neon City Unity Foundation, she is redefining what it means to create change in the healthcare landscape. Her 13-year career in contract therapy staffing laid the foundation for her broader mission: advancing systems that deliver real outcomes.

Initially focused on one-on-one patient rehabilitation, Andrea’s perspective shifted as she encountered systemic challenges that impacted the care patients received. This realization prompted her to step beyond the clinic and into the strategic realm, using her clinical knowledge to influence large-scale improvements.

Her ventures today reflect a dual mission: consulting to drive operational excellence in healthcare and advocating for community health through targeted outreach. Through her firm and foundation, she actively promotes practices that prioritize patient well-being and help organizations navigate the ever-evolving healthcare environment.

Bringing Technology and Care Together

Barrett Health Care Consulting began with a clear goal: to help providers succeed under value-based care models. Drawing from years leading home health teams, Andrea understood that outcomes, patient satisfaction, and defensible documentation had to be embedded into everyday processes long before they became reimbursement standards.

This hands-on experience soon intersected with technology. The rise of AI and digital tools sparked Andrea’s interest in software development as a means to streamline healthcare delivery. Her firm now operates at the intersection of innovation and care, equipping organizations with data-driven solutions that enhance both operational efficiency and the patient experience.

At the same time, the Neon City Unity Foundation emerged from a shared desire to improve life for underserved communities in Las Vegas. Andrea organized a Catalyst Mixer through her consulting practice that brought together twelve women leaders passionate about solving issues in education, healthcare, and senior services. In just two months, that conversation became action, launching a nonprofit aimed at bridging access gaps through tech-enabled education and support.

Turning Financial Pressure into Purpose

When Andrea graduated with her Doctorate in Physical Therapy, she was faced with an overwhelming reality: her student loan repayment equaled her paycheck. With little left to cover living costs, she took matters into her own hands and launched a home health therapy business.

Over the next four years, she worked full-time while building her company, using entrepreneurship as a tool to break free from debt. That challenge sparked a deeper commitment to home health care and laid the foundation for her current work in consulting. Her experience highlighted the need for systems that prioritize care, outcomes, and value—and she set out to build them.

Protecting Seniors Through Advocacy

Andrea’s visits with seniors often exposed alarming patterns: inadequate care, limited access to resources, and frequent instances of fraud. Moved to act, she began educating older adults on how to use technology safely and protect their financial and personal information.

One of her notable efforts included a digital literacy and safety series focused on helping seniors identify and avoid scams. This initiative empowered many to take control of their finances while increasing their confidence in navigating the digital world.

Championing Quality Through Consulting

After more than ten years in clinical practice, Andrea recognized that real change required addressing the system itself. Stepping into a consulting role allowed her to focus on the structural improvements needed to elevate care across entire organizations.

Through Barrett Health Care Consulting, she works with clients to implement value-based strategies that promote consistency in care quality, patient satisfaction, and measurable results. Her objective is to embed these principles across the healthcare continuum so that every patient benefits from the same level of commitment.

The R.O.A.R. Approach to Change

Andrea guides organizations through transformation using her signature R.O.A.R. Model of Change Management, a values-based framework designed to foster lasting progress:

·       Respect: Acknowledging every person’s unique story and professional journey.

·       Open-mindedness: Welcoming new ideas to fuel collaboration and innovation.

·       Authenticity: Building trust through honest, meaningful engagement.

·       Readiness for Change: Adapting with purpose and confidence in times of uncertainty.

This model is not just a consulting tool, it is a reflection of Andrea’s leadership philosophy. She helps organizations move beyond resistance and into a mindset where growth is embraced and innovation is sustained.

A Mission Inspired by Experience

A personal story that continues to inspire Andrea’s work is that of Gwen, a senior who fell victim to a $25,000 scam and a fraudulent insurance switch. Gwen’s experience revealed the vulnerabilities many seniors face daily, and it fueled Andrea’s determination to address these gaps head-on.

Through the Aging Gracefully initiative, Andrea promotes tech-driven tools and support systems for aging adults. This includes caregiver support, improved insurance literacy, and access to volunteer services. In Gwen’s honor, Andrea also launched the G.W.E.N. Volunteer Initiative (Giving, Wellness, Empathy, and Nurturing), providing emergency companionship, pet care, and advocacy services for those recovering in hospitals or rehab facilities.

Data-Driven Strategies for Sustainable Impact

At Barrett Health Care Consulting, Andrea blends data analysis with healthcare expertise to design tailored action plans for transformation. Her strategies rely on identifying performance trends, tracking patient outcomes, and leveraging key analytics to guide operational improvements.

She uses these insights to develop scalable interventions that align with value-based care models, focusing on efficiency and measurable progress. Her work equips healthcare organizations to navigate complex regulatory environments while staying focused on patient-centered outcomes.

Harnessing AI to Prevent Fraud

Andrea is also exploring how artificial intelligence can better protect vulnerable populations. Her firm is currently developing a proof-of-concept AI tool to detect and prevent fraud against seniors. This technology will offer real-time alerts and educational resources, giving users greater confidence and control over their financial safety.

This proactive approach aligns with her broader goal of building a healthcare system that is not only efficient but also ethical and secure.

Helping Families Make Informed Care Choices

Partnering with Dementia Friendly Clark County, Andrea has developed an educational series to guide families through senior care decisions. One of her presentations, “Selecting the Right Home Caregiving Agency,” teaches people how to evaluate providers using an objective framework.

She is also hosting a livestream event in collaboration with Cleveland Clinic titled “Assessing Care Quality for Aging Loved Ones: What to Ask, What to Know.” The session will offer practical tools for interpreting agency ratings and asking the right questions, empowering families to advocate effectively for their loved ones.

A Vision for Lasting Transformation

Andrea’s unique journey from clinician to consultant gives her a powerful edge. With nearly two decades of experience in patient care, she understands healthcare from the inside out. Her strategies are shaped by real-world insight, ensuring they are both practical and impactful.

Her ability to merge strategic thinking with compassion has made her a key voice in the conversation about healthcare reform. Whether addressing workforce challenges, enhancing care quality, or protecting the most vulnerable, Andrea brings both heart and intellect to the table.

As healthcare systems face increasing pressure to evolve, leaders like Andrea Barrett are guiding the way forward, building bridges between care and innovation, and helping shape a future where better health outcomes are not a privilege, but a standard.
