Dr. Norman D. Hall: Driving Transformation at Simpson University through Purposeful Leadership

Resilience,
passion, and unwavering dedication often define the essence of a true leader.
For Dr. Norman D. Hall, President of Simpson University in Redding, California,
these qualities are not just personal traits but foundational principles in how
he leads, builds, and inspires. Now in his seventh year at the helm, Dr. Hall
continues to steer the university with strategic intent and a deep commitment
to its mission.
A
Career Rooted in Service and Mentorship
Dr. Hall’s
journey in education and leadership spans decades and reflects a consistent
dedication to shaping lives through learning. He began his academic path with a
dual degree in Biology and Sociology from Greenville University in 1987,
followed by a master’s degree from Southern Illinois University in 1989, and
eventually earned a doctorate in Institutional Management from Pepperdine
University in 2003.
His early career
placed him at the center of student life. At Southern Illinois University
Carbondale, he managed a 17-story residence hall housing nearly 1,000 students.
It was here, during a moment of crisis involving a student in distress, that he
discovered a lasting commitment to creating safe, supportive environments for
young people.
Dr. Hall
continued building his career through leadership roles at institutions
including the University of California Santa Barbara, Ashland University, and
Azusa Pacific University. Returning to his alma mater, Greenville University,
he expanded his portfolio as Vice President for Student Development, later
taking on responsibilities in international relations, alumni outreach, and
church partnerships. He also led the WALKABOUT wilderness leadership program,
helping students deepen their character and faith through physical challenge
and reflection.
Simpson
University’s Rich Heritage and Expanding Vision
Founded in 1921
as Simpson Bible Institute, the institution was created to prepare students for
ministry and mission work. It later moved from Seattle to San Francisco, then
settled in Redding in 2004, evolving into a university committed to shaping
students in mind, faith, and character.
Today, Simpson
offers a diverse catalog of academic programs, including 18 undergraduate
majors, 6 graduate degrees, 4 adult studies options, and multiple graduate
certificates. These are organized under four key schools: the College of Arts
& Sciences, the School of Nursing, the School of Adult and Graduate
Professional Studies, and the A.W. Tozer Theological Seminary.
Simpson has also
responded to evolving academic interests and job market trends by introducing
programs in Engineering, Kinesiology, and Digital Media. Its athletics program
now includes 20 competitive sports under the National Association of
Intercollegiate Athletics (NAIA), with student-athletes making up a significant
portion of the student body.
Meaningful
Growth through Strategic Focus
Under Dr. Hall’s
leadership, Simpson University has seen measurable progress. Over the last six
years, enrollment in both undergraduate and graduate programs has increased by
25 percent. The university’s nursing program has consistently produced a
perfect pass rate on the NCLEX exam for recent cohorts and was previously
ranked as California’s top nursing program. These accomplishments have
positioned Simpson among the U.S. News and World Report’s recognized colleges.
To guide the
university’s future, Dr. Hall introduced the Strategic Plan Action Framework,
anchored by four key areas: institutional assessment, spiritual formation,
innovation and fiscal responsibility, and fundraising development. This model
connects long-term objectives to annual budgeting, using clear metrics to
ensure progress and accountability.
The university
also conducted a comprehensive market analysis of its surrounding region, which
helped shape new academic offerings aligned with local workforce needs. This
has resulted in additions such as Sports Management and Computer Information
Systems.
A
Vibrant Campus Life Built on Opportunity
Dr. Hall has
placed significant emphasis on enriching student life beyond the classroom.
This includes strategic investments in athletics and co-curricular programming.
Recent sports expansions have included women’s wrestling, men’s volleyball, and
bass fishing, the latter of which has achieved national recognition by holding
the top spot in the western region for five consecutive years.
One of the most
notable additions is the launch of Simpson’s football program—the only NAIA
football team in California, which reflects both community interest and
institutional growth. With 22 sports teams, Simpson Athletics is experiencing
its most successful run in school history.
A
Commitment to Financial Strength and Affordability
Fiscal
stewardship remains central to Dr. Hall’s responsibilities. He leads a modified
zero-based budgeting process that ensures every financial decision is tied to
outcomes. Beyond tuition, Simpson has pursued diversified revenue sources,
including strategic fundraising and asset development.
The impact is
clear: Simpson University has recorded six of its strongest financial years in
more than a century. This success has helped lower the average student debt to
just $18,000, far below the national average, allowing graduates to begin their
professional lives with a solid financial footing.
Leadership
through Learning and Faith
Challenges have
been a constant in Dr. Hall’s career, yet his approach remains grounded in
continuous learning and spiritual growth. He seeks out mentors, explores new
leadership strategies, and carves out time for personal development. Whether
studying budgeting or exploring diversity leadership, Dr. Hall views learning
as a lifelong endeavor that strengthens his capacity to lead.
His leadership
style is collaborative and purpose-driven, grounded in Christian values that
are reflected throughout the campus culture. He consistently encourages
students and staff to embrace learning, service, and integrity in every aspect
of their work.
Preparing
Simpson for the Next Chapter
Looking ahead,
Dr. Hall’s vision includes expanding Simpson’s physical campus and its academic
footprint. Construction is underway on a Business Technology and Engineering
Building designed to support innovative learning. Plans are also in motion for
a new events center, which will become the largest climate-controlled venue in
Northern California. The facility is expected to serve as a hub for campus and
community events, including concerts, athletic competitions, and large
gatherings.
These
developments represent more than just buildings, they signal Simpson
University’s ongoing evolution as a dynamic and mission-driven institution.
Balancing
Leadership with Personal Renewal
While Dr. Hall’s
professional schedule is demanding, he remains grounded through time spent with
his family and close connection to the outdoors. Once an avid cyclist and
backpacker, he now finds peace in walking with his wife and dogs or enjoying
fly-fishing. These moments of rest and reflection keep him energized and
focused.
Living
a Purposeful Legacy
Raised in a
rural setting and shaped by the strong values of his parents, Dr. Hall’s
calling became clear early in his career. A pivotal moment as a young hall
director reminded him that leadership is not about titles but about compassion,
responsibility, and presence.
Today, he
carries that same sense of purpose into every decision he makes at Simpson
University. Whether guiding new initiatives, mentoring students, or overseeing
campus growth, Dr. Hall remains committed to advancing the mission of Christian
higher education. His example of resilience and purpose continues to shape a
university defined by opportunity, service, and hope.
